The Technical Services Division is led by a Captain who reports to the Support Services Major. The division is made up of the Communications Center, the Holding Facility, Accreditation, Quartermaster, and the department’s Crime Analyst. In addition the Technical Services Division is also responsible for all facility maintenance, security, and the department’s Mobile Command Center. The Technical Services Captain has a Lieutenant and two Sergeants that report directly to him. The Lieutenant is responsible for Communications, the Holding Facility and the Records Unit.
Communications
The Department operates its own communications center which is a secondary PSAP for the Rock Hill Police Department. The communications center is responsible for answering all emergency (911) and non-emergency call for Law Enforcement for the Rock Hill Police Department. This center is staffed with a Communications Supervisor and 18 full-time dispatchers, four of which are shift supervisors. They operate on the same schedule as the patrol shifts. Holding Facility
The Department operates a 48-hour holding facility for temporary detention pending bond hearings. The holding facility is staffed by a sworn Jail Supervisor and non-sworn detention officers who are certified jailers. The Jail Sergeant is responsible for the operation of the Department’s Holding Facility and reports to the Technical Services Lieutenant.
Records Division
The Records Unit is responsible for entering and maintaining all data related to incident, accidents, and citations. The unit is staffed with a supervisor and 5 Records Clerks and the unit is staffed from 7:00 AM to 11:00 PM Mondaythrough Friday. The Records Supervisor reports to the Technical Services Lieutenant.
Accreditation Manager/Grants Administrator
The Accreditation Manager/Grants Administrator manages the law enforcement accreditation process, and is responsible for grants research, recommendation, application, and administration. In addition, the Chief of Police may assign special projects to this Department member, especially planning and research projects.
Quartermaster
The Quartermaster is responsible for maintaining and issuing equipment for the department. In addition the Quartermaster monitors the vehicle fleet and the equipment for the vehicles.
The Quartermaster reports directly to the Technical Services Captain.
Crime Analyst
The Crime Analyst is responsible for the collection, compilation, and analysis of crime data for use in the development of resource allocation, directed patrol, COMPSTAT initiatives and enforcement priorities. Collected data is organized for long range planning and aids in forecasting future needs, making estimates on the basis of current trends, and offering ideas and suggestions for improvement through innovation.
Property and Evidence
The Property and Evidence Unit is responsible for maintaining all property and evidence for the department. They inventory and track all case evidence that is submitted for processing, storage, or disposal in relation to any call for service. The unit is staffed by one sworn officer and a civilian evidence clerk. This unit reports to the Quartermaster Sergeant.
